Combine all dry ingredients in a large mixing basin. Make a volcano-like ditch in the middle of the dish and put it aside. Combine the oil, eggs, water, and vanilla in a medium mixing bowl. Pour the mixture into the dry ingredients a third at a time, stirring after each addition. Blend in the raisins and walnuts gradually. Grease a 9-inch loaf pan with cooking spray. Preheat the oven to 400°F and bake for 40 minutes, or until a fork inserted in the middle comes out clean. Cool for 10 minutes in the pan before turning out onto wire racks to cool fully. Devour.
